Alright, what do you guys think about this:
Note on times: All times are in US-EST, and the time applies for nearly everything here is 4am, EST. That's 3am CST, 2am MST, and 1am PST. It's also 10pm on -the day prior- for Hawaii, and 10pm the same day for New Zealand.
June 4 - June 9 Sixteen writers will write the entries for the first round. Topic will be given on June 4 at 4am EST (10PM Kiwitime) and the deadline will close five days later, at 4am on June 9. Entries must be PM'd to Agro, -not posted-.
Notes on topics: Topics will be story introductions of 100 to 300 words, which cannot be altered and must be used as the beginning of an entry. These will be PM'd to the writers, not posted in a thread. Entries are to be no greater than 5,000 words (< yes? or should we change this rule?)
June 9 - June 12 From June 9 at (TIME), all of June 10 and June 11, and June 12 until 4am will be for reviewing. The reviewing period is three days, instead of the henceforth two, due to the amount of writers early on. To vote for stories, you will send a single (1) PM to Agro, containing all reviews and votes you are making for this round, any time you have finished reviewing (you don't have to review them all, if you don't want to) from June 9 at 4am to June 12 at 4am.
Note on reviews and votes: You must review a story to vote for it. You cannot vote for your own match. Votes are to be made in a 'thumbs up' or 'thumbs down' manner. In other words: one person wins the match, the other loses -- that simple. Try to make the PM as readable and clear as possible, as Agro is going to have a lot on his hands with organizing this.
June 12 At 4am on June 12, voting will close. Sometime later that day the reviews will all be posted by Agro in their corresponding threads, along with a simple "[entry 1, or entry 2] wins". In the event of a tie, Agro will make a conclusive vote.
June 13 - June 18 Round two begins when topics are PM'd to all remaining writers at 4am on June 13. Writing will proceed through five days until June 18 at 4am. All entries must be PM'd to Agro, -not posted-.
June 18 - June 20 From 4am on June 18, all of June 19, and until 4am on June 20, reviews will be made. The same procedure follows: gather all reviews and votes, PM them to Agro.
June 20 At 4am on June 20, Agro will collect all votes and reviews. He will soon post in the threads the corresponding reviews, along with a simple: "[entry 1, or entry 2] wins".
June 21 - June 26 Round three begins on June 21 at 4am when Agro will send PM's containing topics to all remaining writers. Writing will go on through to June 26 at 4am. All entries, again, are to be PM'd to Agro.
June 26 - June 28 Reviewing for round three begins on June 26 at 4am and ends on June 28 at 4am. All reviews, again, are to be PM'd to Agro in a single PM, along with simple 'win and loss' votes.
June 28 After 4am on June 28, Agro will collect all reviews and will soon post them in their corresponding threads, along with a simple: "[entry one, or entry two wins]".
June 29 - July 4 The final two writers will write the concluding round from June 29 at 4am to July 4 at 4am. Entries, again, are to be PM'd to Agro.
July 4 - July 6 Reviews for the last round will take place from July 4 at 4am to July 6 at 4am. All reviews are to be PM'd to Agro with the same voting format.
July 6 After July 6 at 4am, Agro will gather the reviews and post them in the thread, along with the announcement of the winner of the tournament by name. From then on, you may (entirely optionally) go back to any entries you made and label them as your own.
July 7 IS KAEZ'S BIRTHDAY, BITCHES. >.>

When I was writing Wolves, I was regularly churning out 2 to 3 thousand a day. Over 5k in five days isn't so difficult. The question is, do we allow it? ... great plan. Thanks a lot. XD

... great plan. Thanks a lot. You could reserve someone as a kind of back up? Have one person who doesn't review any and is there so that if there is a tie then they are asked to vote on just that match. That person could be PM'd to pick between the two. That person could be a secret too so no one can go pointing fingers... *shrugs* It's an idea...

I has ideas.
-A tie could be broken by the vote of someone who has not voted, like Agro if he's organizing it. I don't know if he's voting or reviewing.
-A tie could just result in neither a win or lose and both people advance.
-A tie could result in the two tying parties to pick a suitable spot they both agree on, meet there; and actually duel.
EDIT: I think Kaez riged this to end on/near his birthday. He's going to use the cosmic rays from that day to influence his chances! =P

Tiebreaker? Simple. Sudden death with pistols at dawn! Seriously though, either a reserved vote (someone who only votes tiebreakers with a simple "this one wins"). A sudden death mini match could work too but it would have to be totally secret. I know! Coin flip!

I take it it's starting on the 4th so there is time for the monthly assignment to get finished? Judges are going to have a lot of work to do on that one since there aren't any up yet... *waits for Thari to wake up and come back online* Her sleeping patterns are insane XD she went to bed at like... 7am... XDD

Well, it's up to you lot really. I was planning to review/vote because even though I'd know who has written what, after 3 AWR Cups and a bunch of assignments I consider myself non-bias. But if people rather I didn't, I'll just offer up reviews. Perhaps reserve my vote ONLY in the event of a tiebreaker? Like an Emperor? ... Or the Sun God King Emperor and Supreme High Warlord?

Yeah, I'd say you review, but don't vote unless there's a tie. ALSO: On June 5th, 10th, 13th, 14th, 19th, 21st, 22nd, 27th, 29th, 30th, and July 5th and 7th, is it possible that you'll be available at the same time of day each one of those days? Like, is there some time that of day that you're really -never- busy? Because we need a consistent time to fill in for all the (TIME)s.

Well it does land slap bang in my winter break, although the 22nd I have a History Exam. Umm, I'll think about it, but possibly 10pm my time I don't forsee much problems. Which has two benefits: A: It's the early morning of that day for you Yanks, therefore it's posted when you lot all wake-up. B: And in the event that I'm out or I have someone round, if I'm even 3 hours late, it still isn't too much of a problem because you lot are only just waking up.
